Costly consequence of dog off leash in DB

A helper in DB settled for over $400,000 after filing a case with Legal Aid against a DB resident after she sustained detachments in two joints of her right hand when a neighbor's dog (off leash at the time) jumped on and knocked her to the ground.

This happened last September but the next month the helper saw the owner with his dog off leash again and had learned the same dog had bitten a helper previously.

To reduce/avoid injuries, attacks and legal repercussions, please do your best to keep your dogs leashed when out in public.

HK government has information and guidelines for dog owners:

Just to clarify for dog owners -

The law is that your dog must be 'under control', but the only specific requirement for leads is for dogs over 20kg:

Under the current legislation, dogs weighing 20kg or more are classified as 'large dogs'.
The control of 'large dogs' under the Dangerous Dogs Regulation

In public places and outdoor areas, 'large dogs' must be on a leash not longer than 2 metres.
In country parks, 'large dogs' are not compelled to be kept on a leash, provided they are under effective control.

You may also apply for an exemption for your large dog if it can pass the tests to prove it is not a danger and can therefore be safely exercised off the lead in public places.

Yes, should really keep dogs on leash. Some people are really afraid of them even they are actually very friendly.

Too many dogs in DB plus loads of kids.
Which one is over 20kg? Which one should be on a leash?
Recepy for disaster if you ask me.
